Oversize tire mount build

I want to build a oversize tire mount for a custom rear bumper. I know where to get the steel, and I have the hinge. What I can't seem to find is some sort of lock to hold it in place. I have seen several bumpers built with a sort of hasp? device. You swing the tire carrier arm to closed, hook the hasp over the mount, and pull a lever tight to form a tight locked no rattle closure. I am not talking about the cam locking system. Anyway, if anyone can understand my description, does anyone know where I can get just this piece of hardware? I see it often on mass produced jeep bumpers.

never seen it before but your answer might be in your description. if you have seen it on mass produced jeep bumpers then i would try a pick and pull or other wrecking yard and look for one of those jeep bumpers you can take it off of

rerig your old mount, or get abetter one off a pickapart wrecking yard, I saw a good one on a nissian pathfinder, check and see if its good for you, other wise weld a bracket and wingnut, make your own?
