Wont shift into Drive

I just bought a 1990 EB Bronco with a E4OD and 302 v8. The guy i bought it from said that the steering column needed replaced but I am looking for an option under $100. When you turn the key it seems really loose and turns really far forward and you never can turn the truck over or into the "on" position but i can start it with a pair of pliers from the top of the steering column. Any ideas what the problem is o how to fix it?
