1) Is there a way to wire the rear power tailgate window switch so it will work with the key off?

2) Also, shouldn't the window go up or down by turnin the key?

3) How can I tell if my 94' Bronco XLT had remote door locks?

1) i would run a hot to the switch that way she would work at all times ie a light or cig light are run hot

2) my does, if it doesn't you can clean it with silicone spray non-conductive to clean the contacts or use a multi-meter

to check for power in/out

3) well i'm really unsure
