passenger side door latch

so in my truck the locking mechanism on the passenger side door does not work. i cant pull the lock up or down, the door doesnt lock at all. it closes and everything but it wont lock. its the inside mechanism and i got all the way down to it but i cant get it out. it is attached to a black plunger looking thing at the bottom of the door and i dont know how to get it off. its on a 90

any suggestions?

And if actuator is bad (test it w/12 v direct) - most go bad due to moisture
