Passenger door on 92 Eddie Bauer

I was wondering if anyone has any info about why I can't open the pass. side door using the inside release lever unless the interior door panel is removed? I've had the door panel on & off 4 times & can't figure out why. The lever works fine when the door panel is off & the outside push button release works all the time, its just the inside lever. I've replaced the strike ( with plastic sleeve on) & also adjusted it, but no difference. It's a 92 Eddie Bauer.
