i'm not sure what to call it

i was trying to remove the bar your back seat latches to i was going to prep it for spray in bed liner but i got one bolt to come out most of the way but now it just spins it won't go back in and it won't come out am i missing something? is there a trick to it i'm missing ? anyone have any ideas ? thanks

I would guess that the welded nut it goes into broke loose.

either the nut broke loose, or the threads stripped out. try prying up on the bolt while turning it slowly. otherwise, cut it and drill and tap time
