Ok so I checked, and it seems that there is only one fuel pump relay. Fuse #15?So you are sure that the relay you hear clicking is the fuel pump relay, and not the EEC relay which is probably right next to it.

You might want to back probe the connector to see if it has power, or if you have a helper, you may be able to feel it click.
All fuses test ok. That was the 2nd thing I did. I see only one relay on the engine side of the firewall, right next to where the speedo cable comes out. That's the fuel pump relay. I hear it clicking now (after I swapped it), but last night I didn't. When I do the KOEO test, I hear other clicks from the various actuators.

ok so now your primary diagnosis is that you are not getting power to the connector to the HP pump.

Can you follow that wire back up to the inertia switch? see if you have power TO the switch, and AFTER the switch? If you do... then the wire between it and the pump is bad.

Follow the same reasoning if you do not have power TO the inertia switch... work your way back to the FP relay.

Now another word... I do not know where the relays are on your truck, but on my '90 bronco the EEC, and the FP relays were right next to each other and they snapped into a plastic cap/connector which is located above the driver's wheel well partly between it and the master cylinder.

IF the relay you think is the FP relay... do you know where the EEC relay is?

I ran a jumper right from the battery POS terminal to the HP pump, it kicks in and I can start the engine, runs like a champ. So I have a broken connection somewhere in the harness. Now it's just monkey work to find the break.

No idea where the EEC relay. I see what the cap you're talking about, I called it a bracket in a previous post. But all it holds is the FP relay

In many applications, I do not know about yours, and mine isn't here, but very often teh EEC, and Fuel pump relays are identical and are interchangeable.

You probably have a rat's nest of wires between the wheel well and the firewall, and in there you may find another relay that is identical to what you have.

Perhaps someone else with more experience than me, or has an '86 will be able to be more helpful.

Well, two broken wires later, it runs.

One was from the relay, leading back to the fuel rail. The other was coming off the POS side of the starter solinoid, feeding power to the whole thing. Both wires had broken and cracked insulation, leading to massive corrosion and breakage of the copper.
