I want to know if its possible to put functional tow hooks on the front of my 90 that are recessed into the stock bumper.

yes but you will have to cut holes to mount them through the bumper and then just bolt them onto the frame with 7/16" or 1/2" bolts

Use Grade 8 fasteners
some use 97-99 F series hooks pulled from a Yard Queen; & re-use fasteners if still good.
