Cut Out Fender Flares

My quarters are shot and I need to go the cheap way out by using fender flares instead of having new metal cut and welded. My questions are:

1. What do they attatch to? My inner wheel wells aren't all that great either.

2. How much do I remove from the quarter? Need to know if it will cover the entire rotted area.

BTW, I am interested in the Bushwacker "cutout" flares.
