Cruise control

So here is the deal. When I press the button to turn cruise control on the horn honks never actually turns on just honks the horn. I was thinking maybe it has to do with the wheel being a little worn out but not sure. Checked fuses and they are all good.

Is the steering wheel tight?
Is the horn pad tight?
Are they both loose?

Could be just a horn pad issue, or it could be a clock spring issue.

What year are we working on? Might try to pull the horn pad loose and take it for a drive see what changes.

The wheel is tight but the horn pad definitely has some ware.
