one thing is how does the engine run when you hear it if their is a vacuum leak you engine idle would change if in fact it is a vacuum leak get a can of carb cleaner and spray around the vacuum lines when the idle surges you know where to look but remember the engine is hot and carb cleaner is flammable

Try taking a length of rubber hose...3/8, 1/2" inside diameter or so. Use it like a stethoscope. Narrow down where you think the noise is coming from and hold one end to your ear and probe around with the other one. This is an OLD mechanics trick. Also, if you put in a high flow (such as K&N) air filter, that will make a noise.

another idea is remove and block the hose from the vacuum booster if the noise goes away then it is certainly a vacuum problem but from what you have said it sounds like you may have a bad power booster

not extremely rare or hard to replace providing you can find one
