try a fuel pressure test if you have good pressure at the regulator it should be after that like an injector or some wiring have you looked at the air cleaner? my 89 was doing that and i hade a clogged air filter give it a try B)

I tried the throttle position sensor, that didn't help. I still can't get it to show any codes. The air filter is new. Any suggestions on how to find a vacuum leak?
