wiper timing problems

ok, so heres the deal. The intermitent timing for the wipers on my 96 EB is not working. Hi and Lo work fine, but on the timing mode they do not have enough power to do a full stroke and get stuck in the middle of the window. Also If I hit the window fluid the thing just goes on and on and will not stop. So the motor seems to work fine, it seems more like a computer/regulation/timing problem. Anyone have any ideas/know-how?
