Windshield Washer Pump

My windshield washer pump doesn't seem to want to work.

the wipers activate, but no fluid is spraying.

I replaced the pump already, so I was just wondering if anyone knows of a relay somewhere that could be bad?

there is a clicking noise under the dash when I go to activate the washer, so I'm thinking that may be the issue.
