I need help fixing the locking mechanism on a tilt steering wheel in a 1991 Bronco XLT.

You already have a post on this subject. Please don't make multiple posts on the same problem.
Also, Ford states in their shop manual that removal, service and installation of the tilt mechanism is a proceedure that should be done with the steering column out of the truck and on the bench. I happen to agree, since it is much easier to work on it that way. I also am telling you that you will save yourself a lot of time and grief by just replacing the column with one out of a doner truck from your local friendly auto recycler.
