hmm does the pump even sound like it is working? when you turn the wheel does it make a whining sound? your pump itself may be bad. fairly cheap fix from autozone and its lifetime warranteed

lets see... i have 33 X 12.5 X 15 running at about 28 PSI. and the pump sounds like it's at least trying. Is it possible that too much fluid could be in it? The fluid is at the top of the safe region when hot...

I would suspect the power steering pump or even the steering gearbox for the problem. I still have the stock ps system, and can easily turn the 35's on dry pavement. It almost sounds like you have manual steering, where you have to be moving to turn, and that's a pump or gearbox problem for sure.

check your hoses and make shure that they arent clogged b4 buying a new pump

with it running you can pull the lid off the pump, see if the fluid is circulating

if it is then replace the gear box.
