NOOB question regarding "A.I.R" and the cat converter

Okay, noob question, sorry. *** is A.I.R.? What does it do? I have an 89 XLT w/ the 4.9L and 5spd. There is a tube running from the cat up to the engine bay. It's rotted pretty bad at the connection to the cat. the cat itself is fine, and the small tube that connects to the other tube (going to the engine bay) is fine as well. Where exactly does that line go? I've got a nice exhaust pop from that line now... and the idle is erratic. If i replace that tube, will it settle down?

Thanks for any input here guys. I'm pretty mechanically inclined, however i'm new to the Bronco ownership experience.

Can't guarantee that it will settle down, but the cat will work better. It supplies air to the cat under certain load conditions like deceleration to burn off the extra pollutants that are created at that time. It goes from the CAT to the Air Diverter Valve. I'd replace it.
