Inside spindle hubs what is this exterior gear with teeth?

I ordered new spindle hubs and rotors because my old spindle teeth were grinded to ****. When I received them on the inside of the spindles there is this metal gear with teeth or something on them, they can mount and be used fine with this piece there, but I cannot figure out what it's for as the old ones didn't have this. That's the 93-96 4 wheel front anti-lock Brake speed sensor toothed tone rings.

btw,  "using a 3-jawed puller, remove the ring from the hub. The ring cannot be reused; it must be replaced."

Thanks! I'll take those off before mounting them. Much appreciated, for some reason I couldn't find what they were anywhere online, thanks again!
