headlight problem 1990 bronco

I have a 1990 bronco the head lights only turn on dim or high (not sure which one is the one working) both switches are working i replaced both still have same problem

you check your light bulbs? how do you know your switches are working if the lights arn't. next course of action is to check for voltage at the plugs on the lights
