Front Bumper Question

Here's my question... I have a 96 Bronco, the previous owner put a three inch body lift on it. To reinstall the front bumper he had to cut the frame horns for the bumper to be moved up via brackets. I have since put bigger tires on, now the bumper won't fit. Is there a sturdy bumper that will fit with the cut frame horns? I saw one in a magazine a while back that had a sleeve that went over the frame, but have since lost that magazine. Any ideas?

Shim the bumper out with washers. Half inch to an inch. Your lucky, the 92 to 96 Bumpers are super easy to shim.
