Why are you trying to take the balancer off to adjust the timing ? Theres no reason to do this unless your timing chain set has multiple keyways and if its the stock one I guarentee it dont . About getting it off sometimes when you take the big 15/16 center bolt out the flat washer behind it stays and your puller could be pushing against that washer which rest against the balancer so it will never pull it off . I usually pull the bolt and washer then put the bolt alone back in and push against that with the puller make sure the bolts your using are grade 8 or better and that there screwed in the same length dont try to pull at an angle because it will bind harder against the crank .
