I came across this interesting, new-to-me TYPE of tool today.
It grips with the jaws horizontal-nothing unusual about that, but the jaws are FACING you when the handles are closed, instead of facing away.
It can be used or other things, but its intended use is to bend a fender lip so that its parallel to the tire tread with the pliers FACING the fender's outer side-for easy access. In other words it may be able to do it with the tire still mounted.
