So I was changing out the axle pivot bushings and I got the old ones out along with the metal sleeve and I went to go put the new one in and it goes in pretty far but it not all the way. It looks to me like it needs to be pressed in but how?

I did those a couple of weeks ago and used a ball joint press to install them

exactly.......... need to use a press , or possibly a ball joint clamp if you cleaned the rust out of the bores in the beam.
