will a 96 front bumper fit on a 89

with enough modification it will fit. But it will not just bolt right on. brackets will have to be lengthened and it will stick out the front more also it may have clearance issues with the fenders.

there is one on broncoair.com that looks good but the one for my 89 looks kinda old looking...

Look at the front end of your 89 and compair to the late 90s, way different shapes and corners.
