body lift raises vehicle body off of frame and suspension lift raises frame and body off of axles

While a body lift lets you get more ground clearance when running taller tires, it does nothing to improve suspension travel. The gain in ground clearance only comes from the taller tires, too. It merely adds spacers on the body mounts, which is a safety concern in my opinion.

A suspension lift increases the travel or flex by adding longer or taller springs and shocks. Most kits will also keep the steering geometry close to stock to help with alignment issues. Ground clearance is increased, since the frame and body are higher than before. If you want to run taller tires and don't want to trim the fenders, then a suspension lift is the better option, IMO.
