Why cant you pull the gear off? Its just held on by a small roll pin
yes, as Yard advised or get a loaner tool from most parts places, esp the place where you are buying the parts....

"Thexton 415 Ford Distributor Gear Installer and Remover. Works on all Ford vehicles with TFI-IV ignition systems 1983 and up. Removes the distributor gear so that the hall effect switch may be serviced - installs gear back on shaft after servicing. High strength steel construction. Tool is designed not to apply any stress to the gear teeth, eliminating damage to both gear and shaft. Replacement distributor gears are not available should they become damaged. The distributor must be replaced as a unit."
As Yard advised, another distributor is the way to go; solves a lot of problems...but to save $$, know how it is...
