Does this sizing mean that the tread is acutally 11.5 but the lugs stick out to 14? 33x14.00-15 (Ply Rating=6 Tread Width=11.5 O.D.=32.7

you'd figure that the tread would be 14" maybe your () have something to do with the inside of the tire.... if not then i have no idea.

Not quite sure what you are asking but I will try to answer your question.
"33x14.00-15 (Ply Rating=6 Tread Width=11.5 O.D.=32.7"
33 = 33" outside diameter
14.00 = width at bead
15 = Bead diameter or rim size
Tread Width=11.5"
