I have an 89 Bronco and just replaced the tank fuel pump and frame rail pump and also the fuel filter. And it still wont start I changed the fuel pump relay and still nothin. I checked for power and have power but still no sound from the pump when I first turn the key. Can someone please help with some suggestions or possibilities that it could be.

When you replaced the pumps, you probably tripped the fuel pump inertial safety switch. Did you reset it? The button should be depressed.
I checked the Relays and bought 2 new ones the fuel pump relay and the ECM Relay but not sure which is which maybe you no of a diagram that shows which ones one. There not in the box nymore so not sure they were just laying on the fender when opened hood.

Reset the switch?... no need to if it is depressed.
I think that the two relays are interchangeable, but don't hold me to it.
Here is a picture of my fuel pump relay for my '90 with a single pump in the tank.
I don't know if a two pump system like your's has one relay for both pumps, or two... one for each.

Thanks for the help I found it. It was a bad wire that was grounding out from the siderail pump.

I went and played a lil today and she runs and ***** and gets does well. Thanks for the help.
