Steering box Rebuild

hi again , this time im rebuilding my stock power steering box and its proving harder than i remember. i rebuilt my 77 f150 box once and it was a breeze.i figured out my problem. the ball bearing guide doesnt have a hole in the top to reinsert the ball bearings. see picture. my question is would it be alright to cut a small opening in the top that will be covered by the retainer so i can put the ball bearings in properly?
