There is a special drill bit and also you can just drill them out with a regular drill bit, but then you have holes through your sheet metal that you wont be able to access

I'm just guessing, but I bet a place that sells welding supplies or tools, maybe Home Depot, Lowe's or Sears would have it if not try this. Click!

this will leave the panel behind it nearly perfectly intact but then you will want to grind off the pieces left behind.

this will do some damage to the underlying panel but shouldent put a hole in it.

Also they sell a spot weld gun that you can connect to a stick welder or decently powered GMAW machine. I'll be welding my quater panels on with a 110 mig and some .023 wire, You might want to check out the plug weld pliers that they have available as well. Another thing to consider is clamping pieces of 2x1/2 copper flat bar around where you will be welding to keep the heat of the surrounding metal to a minimum

Eastwood also sells something they call cold shield that should help prevent panel warpage when you weld or lead the new panel on.
