Neither, the Smog pump is a belt-driven accessory bolted to the front of the block along with the alt & PS pump. The smog pump provides additional air to the cat converter for more complete combustion/burning/conversion of exhaust gasses. The air tube that runs to the converter has a smog pump at the other end. You should be able to just remove the vacuum line & replace it with a cap, that's what I generally did on my 351's,400's & one of my 460's. I don't recall it effecting the performance one lick.

On the pre EFI engines (carbed), the EGR was strictly a device for reducing emissions. However, on the EFI engines they use a side effect of the EGR to allow a more aggressive timing table for the computer which allows the use of 87 octane without causing engine knock, (an over simplified explanation). That is where the idea that you have to have some back pressure in order to allow an engine to run right comes from, and it is true if you are using the EGR. The EGR uses the back pressure along with vacuum in order to operate. That is also why you have to do something to confuse the computer of an EFI engine if you eliminate the EGR, a move that could cause damage to the EFI engine. However, on carbed engines you can get along just fine without it as long as you don't get caught by your state inspections system  . In most states that makes your vehicle an off road only vehicle  .

Here is a picture to help you identify your components. The EGR is that thing on the back of the carb.

Good luck,

:)>-
