Removing original dash pad

Greetings! I am a new bronco owner and starting a restoration project. I can not seem to get the original worn out dash off. I have removed all the screws and it won't budge. What is the trick here?

Did you flip the windshield down, remove the top screws too??

I have not removed the top and therefore not folded down the windshield. Is that necessary? The top has never been removed and I was wanting to put it off as I know I will need new weather stripping and seals. I did remove the top screws (the ones hidden under the front of the pad. Thanks for your help!
