I'm assuming that by won't turn over that you mean the starter is not engaging or working at all.
If your starter isn't turning the engine over it's not going to start. So the first thing you need to do is solve that problem. It could be starter, solenoid, bad cables from the battery to the starter or a bad ground cable from the battery to the engine block. is the battery fully charged, use a multimeter to check the voltage between the lugs, if that is OK, check for a voltage reading
When checking cables look at the condition of the cable where it attaches to the lug. Clean all contact points and re-connect them. Then try starting the engine. If the starter still does not turn the engine over you will need to do a little more specific troubleshooting, like checking the starter, start solenoid, etc.
