Low idle on start up

94 XLT auto 5.0

On cold start up my RPMs are about 600-700.  After the truck warms up about 800-900.  Should this be the opposite and higher revs when cold?  every FI car i ever had would rev higher on cold starts until engine in warm.  

Any suggestions on what would be causing this?

I would check the idle control solenoid. I would also pull the air tunnel off and clean the butterfly on the throttle body. One other thing I would check is the throttle position sensor.

That is where I would start.
