If I was needing beter gasmileage would it be better for the overdrive to be on or off?

I would think off, not entirly sure.

Overdrive ON. The tranny ratio is about 0.75:1 so your engine rpms drop about 6-700rpm when switching into OD. 3rd gear is about 1:1 and the lower gears are greater than that.
