Fuse #18 keeps blowing with shift lock actuator plugged in 1995 Bronco

1995 Bronco XLT  302 / E4OD STOCK except DIFF GEARS were changed to 456 a year ago & 35"s with a 4 inch rough country lift

DISCONNECTED wiring connector to shiftlock actuator and Fuse does NOT blow.  Everything seems to operate fine.  I realize the danger of not having part connected.
 
Ordered new shiftlock actuator and installed, re-connect wiring connector to actuator and what do ya know, BLEW fuse#18 again
 
So, I'm thinking SHIFT LOCK RESISTOR maybe?  Where is the shift lock resistor?
 
The cc recall was done in the past
 
I DO have brake lights/ interior lights etc. work
 
I did unplug ADM to take that out of the equation but did not matter.  Fuse 18 still went,
 
I noticed my wipers will not spray fluid now, wiper box behind glove compartment "clicks" when pushing wiper lever >in to spray windshield.
 
Wipers work tho~
 
maybe nothing to do with fuse 18 blowing, just thought I'd state the info......
 
any ideas anyone?
 
I also took the psom out and smelled for burns and used my bench lens but didn't find any damage.  
 
The speedometer and tach work fine as long as I DON"T plug in connector to shift lock actuator.
