Like Blade262US said, on a Holley it makes up for a temporary shortfall of gas untill the venturies can catch up when you stomp on it. Older Holley carbs were prone to blowing the valve, newer ones have a modified version that will not blow out. From your signature info, I assume you have a Ford Holley 4180 that came with the engine. If it is giving you problems, I'd replace it and don't waste your money on a rebuild kit. The reason being that the kit won't solve vacuum leak problems caused by worn throttle plate pivots which an old carb most likely will have. I replaced mine with a new 4160 which is the same as the 4180 minus the evaportation ports. If you want to keep the evaporation ports, the tanks are a direct swap. Just make sure you clean the old float tank and use the 4160 parts.
Remanufactured 4180's go for 300+ bucks, New 4160's go for under 300 bucks at a good speed shop.
