ABS starts when below 10 MPH

I have a 96 Bronco. I just rebuilt the front wheels (spindle out to hub including new rotors) and now when I brake and the speed goes below 10 MPH, the ABS kicks in. The sensors were in good shape when I checked it and it was working properly before rebuilding the wheels. Any ideas?
