1987 Ford Bronco EGR problem

If anyone has a clue to my problem please reply. The egr valve is not opening, I have replaced the egr control solenold, no change.

I pulled off the blue cap and plugged the valve or the small tube at the top of the solenold so at this point the egr valve opened too

much. Could there be a problem with the electrical or the plug that connect to the solenold?

i would start at the electrical connector and go from there
