No power to door locks when the truck is off

I am installing aftermarket actuators to my 93 Bronco. The install is going good, but the one thing that is kind of bugging me is the door locks only work when the truck is on, there is no 12v to the black and white wire while the truck is off, any ideas?

Notice that battery voltage come from circuit breaker #12 that is "HOT AT ALL TIMES"

I believe we discussed it recently?

AS M5 mentioned above; I think your door lock and AC clutch problem are related. The climate control panel should be powered only with the key on. The door locks always powered. Perhaps the wiring is swapped. Maybe when the radio was installed?
