It should be closed when the engine is cold and open when the engine coolant reaches about 165 degrees.

In the diagram it is controlled by the orange vacuum circuit, which ultimately controlled by the VCV shown in the bottom right of the diagram.

It's function is to improve the cold start and run characteristics of the engine.  There is a second valve located on the driver side of the intake next to the carb that also needs to be functioning or it doesn't work properly.
